Added api endpoint to get a list of tract feature dictionaries
Added radio buttons to select which features are displayed on the x and y-axis of the KMeans scatter plot

Hey — fantastic work! Thank you for completing this. I'm wondering, what do you think about adding the tract names to the labels? Is there a reason to go X vs Y value that's descriptive? Also wondering, since this page is so compute-heavy, what you, @JusticeV452 and @samimak37 think about hiding the visualizations and requesting from server/ rendering them each on a button click/some kind of user action?
