Error Email report not able to send #194

What steps will reproduce the problem?
1.Unable to send emails in the local system and in server.
2.Web.config file has modified as per the requirements.
3.How to solve that...

What is the expected output? What do you see instead?
While sending the email not getting any error message and not receiving any 
emails.

What version of the product are you using? On what operating system?
ELMAH 1.1

Please provide any additional information below.
Here i am providing the config file setting please advise me to solve this.
