To reproduce:

Go to https://www.bing.com/search?q=credit+card&qs=HS&pq=credit+car&sc=8-10&cvid=99F73A08476D46E09AF8F9BE6724AA38&FORM=QBLH&sp=1
After text ads are collected, clear the vault
Refresh the page, ads collected is 0, no text ads are collected again within the same site even with different keywords (this doesn't influence other sites with text ads)
After a while text ads are collected again from the same site

This also happens by switching to another keyword on the same site, no log information from the parser when no ad is collected

check vAPI.adCheck() in webext/vapi-usercss.js
