In the current configuration when the VM launches it is unable to install windows because it can't meet minimum system requirements for installing windows 11. This is because packer is creating gen 1 vm in hyper v and windows 11 only supports gen 2 vms.

Will need to create an iso instead of floppy for gen 2 vms.
