More menu and Web based image search with preview #4

Web based image search with preview on create emote popup.

   Emote title context menu(More) with Flag inappropriate integration in submenu is completed and pushed to repo. Menu is pure CSS solution for simplicity. If we need more animative we go for jquery based solutions. Flag inappropriate serverside code also available in this pull request.
