windows support #3

oto has support for windows. Let's see if we can get grump running in a windows environment.

I was able to build an executable of grump 0.0.5. It's semi functional. It plays audio just fine, but I'm running into file ownership issues when deleting/editing files (eg when updating ID3 tags). Also, emojis are quite busted in Windows 10:
