process the .cabal file for Cabal projects in addition to source files #16

Authors may wish to include diagrams in the description field of their Cabal package, and there's no technical reason not to allow it.

Well, actually, one technical reason is that we can't parse a .cabal file using the same code path as .hs or .lhs files; also, there's no good way to do round-trip parsing and pretty-printing of .cabal files. So this would be a lot of work for not much benefit. I'm closing this ticket for now.
