Add new CLDR language names generation script #16

This new tool automatically generates .po files from CLDR json data on a different translation domain.

Some questions:

Do we need CAPS_LIST back? Technically the capitalization is a decision made by the CLDR translators.

Note: This PR needs freezing weblate and rebasing main before merging.

After merging this and https://github.com/dialect-app/dialect/pull/328 we will need to update translations to get rid of the language names on the regular po files.

Okay, yeah. Makes sense. Let's let CLDR handle it.

LGTM. I'm okay with merging after removing CAPS_LIST

CAPS_LIST isn't present, I was asking If we should add it back :p
