Merge dev #105

@tsmbl tests are failing because solana v1.8.0 is no longer available. I think v1.8.1 or 2 is available. We should also consider bumping this to latest stable soon.

fyi @tsmbl — @cqfd and I addressed some of the owner is admin issues in #109. I've now moved all your high level configuration changes to #111. going to close this PR
