Add response structure for implementing Transactions API with Dialogflow API V2.

The actions.intent.TRANSACTION_DECISION is an Actions on Google method so I suggest taking a look at the AoG documentation: https://developers.google.com/actions/transactions/dev-guide-physical-custom.
