Clean up dialogos-distribution for 2.1.1

Things to do:

• uncomment ev3 and alexa in build.gradle
• fix version of ros plugin in dialogos.install4j
• fix #168 so we have consistent builds between jitpack and local

All of these seem to work now. make-distribution script runs through. Release 2.1.1 can happen after a bit of extra testing.
