add debian packaging #125

the debian packaging lets debian/ubuntu packages to be created with dpkg-buildpackage. it is tested and confirmed working on both platforms.

+1, I don't want to add any packaging information into this repository, except for one XML file for Flatpak.

Feel free to create your own mirror or repository containing these files, though!
