Devtools header is seen chopped off with ChromeVox enabled. #167

Chrome version: 43.0.2319.0   Channel: canary
Platform: 6838.0.0 canary-channel daisy,peppy,alex,butterfly.  

Steps to reproduce the problem:
1.Sign-in to user>> launch chrome>> Enable "ChromeVox(Spoken feedback)" . 
2.Open Devtools and press "Esc" for console drawer.
3.Observe the Devtools header.

What is the expected behavior?
Content on Devtools header should not get chopped off.

What went wrong?
Devtools header is seen chopped off.

This is a regression issue as it is working fine on M35:35.0.1916.116/5712.61.0 
beta-channel daisy.
