physical keyboard doesnot remap #205

What steps will reproduce the problem?
1. Set default layout to dvorak
2.open text note app
3.open physical keyboard on htc G1. Keyboard still at qwerty.
4. Press alt space. Keyboard remains at qwerty.

What is the expected output? What do you see instead?
Physical keybard remapped to dvorak.

What version of the product are you using? On what operating system?

Latest version
Htc G1 with Android 1.6
