Add priority field for requests #156

Reason:
Requests priorities can be useful in request handling. 

Description:
Need to add priority field for request. For the first time it will be enough to 
add low, normal and high priorities. Priority can be set on request creation 
and can't be changed in the future. Priorities should be shown in requests 
summary table.
