Reason:
for faster reaction due to requests of virtual server owners there should be a 
notification of infrastructure administrators via email.

Description:
Virtual server owners have only limited features on changing settings of a 
virtual server. A regular process of changing virtual server resources is to 
create a request. For a faster reaction of the administrators there should be a 
possibility to send all (new) requests to Infrastruture administrators vi email.
