rework project management section to focus on workflow-based project management

FYI - scaling /computational approximations is not gone, just moved to next section!

This PR focuses on reworking "project management" and "data and resource management" sections to be focused on workflow-enabled dib.

Abstract, Intro, Conclusion, Author Summary are still in stub/draft form, but slightly reworked and cleaned up.
