[MRG] add multiqc rule #100

@charlesreid1 - dag tests are failing - any insight?

update: looks like something is going wrong with the assembly_extensions parameter. Looking into it.

Ahhh, solved. Test was very useful!

Am able to generate the following DAG with the default workflow, and verify that it contains multiqc with all the fastqc output files feeding into the multiqc step:

dag_multi

I also see green and gold when I do a dry run for the default workflow:

./run_eelpond examples/nema.yaml -n

I'm going to give this PR the rubber stamp!

mostly need to make sure it's reflected in the environment.yml I think.
