Site rules for users

As a project member I want a set of rules for site users so that the site becomes a trustworthy and reputable platform

it is acceptable when...

• a set of rules is agreed upon for all site users and rules for site admins
• site rules are agreed upon by new users upon registration and they are forced to scroll through each rule before they can agree and continue with account creation
• the rules created promote honesty, follow our projects values and do not present any legal, ethical or moral issues
• the site rules can be accessed at any time by any user
• a method of reporting users has been agreed upon

I like the fact that the site rules must be read before registration. Will need to add that to the registration work items #3 and the registration flow diagram.
