I want to be able to reinstate a suspended user
So that a user who was under investigation and who has been dealt with can be reinstated to use the site.
It is acceptable when...
A suspended user can be reinstated to the site
The user is notified that they have been reinstated (via email? TBC)
The reinstated user can perform all of the site actions they could before their suspension

An admin may have had to suspend a user if they have been flagged if one of their sales posts has been flagged, or if there is an ongoing investigation. Once the investigation is over the user may be able to be reinstated
