So that a user who has requested their information be removed from the site can be removed

A user can be deleted from the site from the site
The if the user has been added to the banned list before asking to be deleted, some information will be kept This includes such information as
The email address registered with the account
The logged IP addresses used for the account
The user is notified that their account has been deleted (via email? TBC)
Extra Information
An admin may have had to ban a user if they have been flagged if one of their sales posts has been flagged, or if there is an ongoing investigation. Once a user is deleted they cannot be reinstated. A limited amount of user data will be retained for banned users so they cannot request deletion of their account and then create a new account with the same email address.
