So that a user who was under investigation and who has been dealt with can be prevented from using the site.

A suspended user can be banned from the site
The user is added to the banned list. this includes such information as
The email address registered with the account
The logged IP addresses used for the account
The user is notified that they have been banned (via email? TBC)

An admin may have had to ban a user if they have been flagged if one of their sales posts has been flagged, or if there is an ongoing investigation. Once a user is banned they cannot be reinstated.
