As a UI contributor, I want a set of standards for UI design across the site, So that the site is consistent in design and style

it is acceptable when...

a colour palette for the site has been decided upon
styling for common UI elements has been agreed upon (E.G. Using a constant font throughout the site)
it is decided whether the site should have a dark mode version of the UI
it is decided how the UI can be made accessible to those with visual disorders or difficulty

I think if we go for Vuetify we will get a fairly standard look and feel. Vuetify

We will have to investigate if it supports dark themes as well as light themes. That is a good consideration that you have raised there.

It does follow the Material UI guidelines so has quite a clean look to it. https://vuetifyjs.com/en/introduction/why-vuetify/#flexible-components
