cant import as framework

What steps will reproduce the problem?
1. copied the framework things in 0/apktool/newfolder
2. import as framework
3.

What is the expected output? What do you see instead?

java permission denied
What version of the product are you using? On what operating system?
Galaxy SIII (international)rooted with 4.3 stock rom

Please provide any additional information below.

i used the 4.1 version and its work when i did import as framework, its work as 
well when i decompiled my line.apk after i mod it and i want to recompile it 
says 'could not exec command: data/data/per.pqy.apktool blabla.. 
version,7,--target-sdk-version blabla.. apktooll752064blabla.. 
LINE_3.8.5_src/AndroidManifest.xml]

blabla.. java.lang.process blabla.. 10 more

i've wait for 7min to recompile but its said so in the apktool ver 4.1
but in the apktool ver 4.4 i cant even  import as frame work -____-

same here.s3 international variant with custom rom 4.3. worst even cant import 
as framework.it say permission denied.pls help or any suggestion. thank you
