Consider removing the publishing Appliance Type in Metadata Service mechanism #300

Metadata service in no longer available and it was VPH specific. Consider removing this functionality from codebase or decide whether and how it will be used in current/future projects.

This issue concerns atmosphere-vph not atmosphere. Appropriate issue created.
