Clean up docu after webservice moved #50

1) move public directories from titan to hobbit data https://wiki.aksw.org/private/infrastructure/dataset/publishing

2) make sure that there are no links to 139.164.18.164 or http://titan.informatik.uni-leipzig.de/ in the wiki or at aksw.org. Start a google search for it

3) But a thick red banner on the project website at aksw.org and github, that the webservices moved
