Scraper cleanups

This PR contains mainly three changes:

• The monolithic lib-scraper tool was split up into multiple independent submodules. This is in preparation for the planned code generator, allowing the generator to only depend on the ecosystem/language models but not the web scraper.
• Documentation improvements. The required steps to get IDA up and running should be documented now.
• Removed the old scikit scraper, since it is not used anymore.

No new features or breaking changes.
