New build target added - "seed-security-key" for the command line utility

Looks good to me. Pleasantly surprised by how little code is required and it's reasonably readable.

Assigning review to @angelix for extra set of eyes.

Reviewing/testing this PR is my next in queue, in the mean time i think it would be useful to include instructions to README.md. Also a help message how to use the tool would be useful other than No seed provided.
