moved fixed IPs to globalvars. Fixed XSS / Added ACL #26

Moved fixed IPs to globalvars. Fixed XSS in message function(Credit to iDigitalflame, as I stole his fix for redcell registration). Added an ACL to the message function to prevent anyone from using it. removed duplicate in .gitignore and added .status
