Dashboard page in RS and Registrar - log out button and currently logged in user #54

On the admin dashboard pages, PER THE MOCKUP, the log out button in the top right of the page, and the currently logged in admin to the left

The page title is much too large of a font to let this happen, and should be smaller. We do not need a massive font here.

done both... although the mockups are missing from the repo.
