Add links for effective Bug Reporting/Feature Request to CONTRIBUTING. #44

The Bug Reports and Feature Requests sections of the CONTRIBUTING.md file should have links to some documents that describe how to write a good bug report or how to write a good feature request.

Related to #11, #12. If good documents are found then templates could be produced to match.

@Anyidollar Hi, thanks for your interest! However, this repository was created for use in a college course, so the issues are open only to students in the course. If you are interested in farming, AgTech or the FarmData2 project in particular, please visit the live FarmData2 project and consider contributing to it. We'd love to have your help.
