Reimplement "switch to" to work better with workspaces #497

When I say "switch to google chrome", I'd like Dragon not to ever go to a window in another workspace. I'm finding that sometimes, even if there's a Google Chrome window in the current workspace it can still switch to a different workspace.

1) is the "switch to" command part of caster? If not, is there anything that caster can do about this problem?

The switch "to command" I believe is Dragon NaturallySpeaking. That being said it could be re-implemented with a more reliable approach with the idea of it being cross-platform in the future.
