I installed Caster newly on two separate Windows 10 computers, which did not previously run Python. The first time, I had a lot of installation trial and error for many reasons. The second time, knowing exactly what instructions I wanted to follow, I still hit the issue of needing to update pip and install wheel, which both took significant google time to figure out why the installation was failing as I am not a Python developer. The only added information for a completely new install, was the need to install wheel. The installation fails otherwise at the comtypes setup, per https://github.com/enthought/comtypes/issues/191
I'm not sure if some of that explanation/logic also needed to make it into the docs, but I always prefer the docs to concisely tell me what is needed, not necessarily why.
