add the ability to turn off the Casters sleep mic timer

does not affect DNS/DPI's sleep built-in timer increased mic_sleep_timer to default 5 minutes to match DN/DPI default

I recommend changing mic_sleep_timer_toggle to mic_sleep_timer_on
