Implement function context for mouse grids

Description

Function contexts monitors if grid process is available for all grid systems.
Removed focus_mousegrid as the grid system no longer relies on foreground focus but on the active process.
Removed kill_grids_and_wait
Added weight=2 to cancel commands

How Has This Been Tested

Summoning MouseGrid's checking for the following: Checked if grid overlay activates Checked if appropriate grid rule active Checked if more than one grid rule active when grid is active Checked if grid cancel and re-summon correctly

Needs to be tested on Linux

Checked if grid cancel and re-summon correctly That should validate the mechanism for polling and closing the process.
