Packaging aug22 #131

Moved the python files (just the 2 of them) to src/natlink to follow python convention of src structures.

Created pyproject.toml which has the metadata and test configuration so one can run pyroject from the root.

Removed redundant information from README.md and instead linked to https://natlink.readthedocs.io/en/latest/.

can whoever merges the PR please just accept my changes to readme.md. The one on master is now way out of date.
