Proper formatting of implicit links to hrefs
All references point to PubMed using PMID
Conversion to MediaWiki using HTML::WikiConverter
Basic test for mediawiki conversion role, incomplete (requires Oracle for PMID retrieval)
Updated toolchain files with deps - HTML::WikiConverter, XML::Twig, HTML::WikiConverter::MediaWiki
