Update Build.PL #121

I think I've found a typo for the "Text::TabularDisplay" dependency in Build.PL

Since the Build.PL is generated from dist.ini, fixed the typo over there and ran a fresh dzil build. The developer and master branch will now have a fresh Build.PL. Based on the fix also made a new minor release
