bufferize osc output as an option (for capricious software/hardware) #52

We need two option for osc sending : Buffertisation (0/1) and time between two commands (X ms)

I just made an abstraction for data bufferisation. It works with any type of data (symbol, list, decimal etc…) commit 4ab676d71ddf62fa97532bcb2d63f3e4151da71d
