What changes would you like?

Is there a way to customize the game using Rules.ini files like in the original with the Snap release? It seems that, we lose the ability to use these files to tailor the game when using Snap.

The game has no INI files. See https://docs.openra.net/ about the MiniYAML configuration to change game rules. These are not be edited by players. You can still create maps with custom rules. Use the https://github.com/OpenRA/OpenRAModSDK/ if you want to make a custom game. This is unrelated to the snap package.
