TIMEPLOT: support flat graphs #246

For some graphs, a piecewise constant display is more appropriate than
something linear, this bug is about adding an option to PlotInfo to make
flat graphs.

Patch is attached, that was simpler than I thought.

Hi,

I may be looking at the bad tree, but as far as I can tell, this change was 
never 
committed.
It think it would be great to have a 'bar graph' like timeplot capability.

Any chance to get this in soon ?
