As part of the review process, reviewers have to comment on specific sections (e.g., the action from step 27) in order for the authors to make necessary corrections. This can turn into a discussion between the reviewer and the authors.
In the app, there is no way to add such comments.

Feature to add comments on any section, similar to Google Docs' comments
Send an email notification to the authors when a comment is made, with a link to jump to the corresponding step

Some possible workarounds:
Putting comments within the section itself, with a specific marker
Discussing outside (via email or IM), using a permalink to refer to a step
