The administrator view for scenarios could use color-coding to let user know if a scenario is "locked for modification" on under review by other admin.
Maybe the view button could have a different color is the scenarios has a lock, and that way an admin will know before clicking that scenario in order to review it. It would also need a legend to tell what each color means.
