Add editable entries for list on Scenario submission step 2 #177

We want to have something that is easy and intuitive, like clicking on a row and be able to edit that row. The image is actually from one of the Partners tools. When you click edit the info comes back to the "add" row, and there you can make yor changes and save them.

Completed with in-line editable entries. I thought that a different approach (like displaying the entry being edited in a different page) could be very confusing for some users.
