Citations note name should be localized #58

The name of the Citations note should either be localized ("Citations", "Citas", etc), or set to something that wouldn't change between languages ("WikiCite"). Either way, notes set while running in one language should be discoverable when running in another language.

Also consider using a specific tag instead of a specific note name.
