Collect FMR county-level data #255

We may need to construct an alternative analysis using some yearly data. The Fair Market Rent county-level data may be appropriate for that.

The goal of this issue is to:

  1. Download the data for 2010--2020 in /raw_data/. The data can be found here.
  2. Download documentation. Make sure we understand how the data are constructed.
  3. Add data to a county by year panel with yearly-averages of MW measures.

Unfortunately the counties in the data do not correspond exactly with counties in the US. To use these data we would probably need to undertake a complicated matching process. As a result I think we won't be using these data for now, so I'll close this issue.
