Create zcta-dataset in `derived` level

In this issue we want to combine all the zcta-level data in a derived folder. We want:

• A zcta level dataset with demographics and stuff
• A zcta-year level dataset including ACS data, minimum wage data, time-varying data from LODES, zip business patterns

List of inputs needed to build zcta and zcta_year folders in derived:

• [x] demographics_at_baseline needs to output also demographics at the zcta level.
• [ ] instead of Zillow data, we need ACS rents data at the zcta-year (tracking in #275 ).
• [ ] MW metrics at the zcta-year level (tracking in #278 ).
• [ ] Update LODES data at the zcta-year level. Need to update derived/od_shares.
• [ ] (Probably) update ZIP business patterns data (tracking in #283 )
• [ ] (On hold) IRS data (it is on the USPS-year level, and USPS-year-bracket level).

Things to take into account before closing this:

• [ ] Maybe need to update ACS baseline from 2014 to some other year.
