Add Stretch Screen Option #135

What steps will reproduce the problem?
1. There's no option to stretch image.

What is the expected output? What do you see instead?
Many people like me runs the emulator in fullscreen mode and prefer the image 
fill the screen.

What version of the product are you using? On what operating system?
BizHawk SVN r5709 on Windows 8.1

I've tried to stretch image using enbseries (http://enbdev.com/index_en.html), 
but wasn't sucessful because the stretched image don't toutch the edge of the 
window.

Implemented as of revision 6494.  In Config -> display manager - disable AR 
correction
