Training Program Scheduling

Right now there is no way to schedule training programs which is a huge issue.

Todo list

• Rename training_program to training_cycle
• Add training_program resource
• Allow creating, and editing training_cycles within a program
• Allow scheduling of cycles within a program
  • How should this be implemented??
