[FEATURE] maintenance mode #183

Commands: /maintenance <on/off> (or no argument to toggle) (under generalcommands.yml most preferably)

Add a motd section to motd.yml that adds a specific motd when maintenance mode is on. This would switch between the standard ones and the maintenance when the maintenace is on.

Add a message when players are kicked when in maintenance mode (configurable)

Add a bypass permission for certain ranks to bypass maintenance mode (developers etc.)
